Pathe Actuelle need chuck (dealing with steel needles)

Okay my Pathe Actuelle brake works now, great on to a little pesky problem. If I put a steel needle all the way into the Actuelle needle chuck the tone arm hits the record so I can't do that. Now here are a few photos of the chuck and you see two screws in front well I wondered if I tightened or loosened one or both maybe the top one would it bring the chuck up/down? So that I could put a steel needle all the way in? Well how would solve this or would you care? lol

How would you edit your original entry? I see instead of needle chuck I typed need chuck. Thanks Brandon I sort of thought that might be so.
