I'm looking at getting this Victrola Paloma, and the tone arm support has been shaped into this strange combination of grey metal and turquoise material. 

Any ideas what the turquoise material is?

Could it be oxidation? Can I clean it off?

Looks like a British 2 part epoxy called "Milliput".

I agree.  The potmetal often explodes and this one seems to be rebuilt with epoxy.  You could finish the job and paint it or find a replacement.

Thanks for the replies. The turquoise colour really confused me.  Is there something special about this particular colour/type of epoxy? (i.e. why not use black or grey?)

The restorer just the same could have used JB weld or a similar metal epoxy putty. Probably just used whatever was readily available at that time. Milliput is popular with scale model makers. I've used JB Weld putty and regular JB Weld 2 part epoxy to rebuild pot metal mandrel end castings before.
